In a typical residential complex live six families. As in any other such cramped living quarters, it is every resident's desire to move to more spacious apartments of their own. But accomodations are scarce.

Following the Party's seniority policies, Liu Lixing, a veteran cadre, and Yuan Yifang, secretary of a Party committee, are each allocated a new apartment. Yuan happily moves to his new flat, and his former neighbors decide to use his vacated lodgings as a collective kitchen. Their idea is rejected by the housing manager, however, and this infuriates the residents.

Old Liu Lixing decides not to move out, for he is deeply concerned about the ever-widening gap between the workers and the cadres. He takes the lead in the residents' fight for the vacant premises. He worked so hard that he is terminally ill and hospitalized.
