I write to express my gratitude to you for your successful effort in arranging that an international agreement be formulated
to stop the testing of nuclear weapons (except possibly underground).
I wish you success in achieving the ratification of this treaty by the Senate. I believe that the action of the United
States, Great Britain, and the soviet Union in having made this agreement will go down in history as one of the greatest events
in the history of the world.
