Dear Mr. Ferrand:
I thank you for your letter of October 21, congratulating me on behalf of the American Nobel Memorial Foundation, on my receipt of the Nobel Peace Prize for 1962.
I also thank you for your invitation to me to speak on the occasion of Nobel Day at the World's Fair, 2 May 1954. I regret to say that my schedule does not permit me to accept the invitation.
I am surprised by your statement about calling on senators and congressmen in the whole world to create a committee of nominations for the Nobel Peace Prize. It seems to me that this idea runs counter to the principles of the Nobel Foundation although I assume you have got permission, before making such a proposal.
I note that the Nobel Foundation has the following to say about the invitations to individuals to make nominations:
"All invitations are personal and confidential and so are the nominations, which are always presumed to have been submitted without the aid or even the knowledge of the candidates themselves. Usually, the names of those invited to make suggestions are not revealed either, since it is obviously desirable to protect them from undue pressure by ambitious candidates. Preserving the anonymity of sponsors also seems in harmony with the confidential nature of the invitations."
Another significant statement is "It has even happened that a medical faculty, whose members have received the usual, personal invitations to submit nominations, has sent a joint recommendation from the whole faculty of a body. Naturally, such proposals can only be rejected as contrary to the rules."
I surely is well known that among the people who have the right to submit proposals for the award of the Nobel Peace Prize are the members of the national assemblies and governments of the different states. I believe that this was included in the regulations made over sixty years ago, and that it has been enforced ever since. I cannot believe that it would be proper, except at the request of the Nobel Committee of the Norwegian Storting for the World Nobel Nomination Forum to be held, and for the purpose of deliberating on possible candidates for 1965.
I see no need for deliberation by such a Forum. Many people, including the individual members of the national assemblies and governments of the different states, and including certain other people, have the rights to sake nominations for the Nobel Peace Prize. The Nobel Committee of the Norwegian Storting has the duty, to scrutinize the nominations and to award the prizes.
As an American Nobel Laureate, I am interested in the activities of the American Nobel Memorial Foundation. I am concerned that you should have called on senators and congressmen to create a committee of nominations, and that you should be planning to set up a forum to deliberate on possible candidates for 1965. Both of these actions seem to me to run counter to the principles of the Nobel Foundation itself.
