  Dear Friend:

  My wife and I were happy to receive your letter. We, too, believe that the future now looks much brighter than it did only a few months ago.

  We should know in a week or two what the action of the United States Senate about the bomb test agreement will be. I am confident that the Senate will approve by an overwhelming vote, probably about 90 to 10.

  Dr. Teller is still working hard, but I believe that he has only a small influence on public opinion now.

  A good indication of the lack of success that Teller is achieving is shown by the enclosed editorial from the San Francisco Chronicle, which is probably the leading newspaper of the Pacific Coast.

  My wife and I have just returned from a three-weeks visit to South America. We were impressed by the announcement of the Presidents of five Latin American countries, urging that the whole of Latin America be made into a nuclear-free zone, and we decided to visit some of these countries, in order to get additional information. I gave scientific talks about my work on anesthesia and on molecular disease in Rio de Janeiro, Buenos Aires, and Santiago de Chile, and both my wife and I gave talks about peace in these cities and also in Valpariso. We were able to have a very good conversation with President-elect Dr. Illia of Argentina. We think that the prospects for a progressive and stable government in Argentina are now very good. President-elect Illia made excellent statements about his determination to work for world peace. We also talked with the President of the Assembly and the President of the Senate in Buenos Aires, and both of them said that they would support Dr. Illia in his work for peace.

  We talked also with President Goulart of Brazil and President Alessandri of Chile. In visiting President Goulart and President Alessandri we were accompanied by three representatives of the World Peace Council, who were also in Brasilia (Brazil) and Santiago de Chile while we were there. My wife and I are not members of the World Peace Council, and we do not have any intention of becoming members of that organization, but we believe that it is necessary that there be some cooperation between the peace groups of the west and those of other parts of the world.

  I enclose clippings from two of the Buenos Aires papers about our visit there. One of them mentions our talking with the President-elect Dr. Illia.
