Dear Messrs. Bazanov and Choliere:
As requested in your letter to me dated 8 August 1963, I herewith submit to you a statement for publication.
The bomb-test ban agreement that has just been initiated in Moscow may well be described as the most important international agreement ever made. It will in large part stop further contamination of the atmosphere with radioactive fission products and carbon-l4 and it will help to stop the spread of nuclear weapons to nations that do not now have them. This agreement must be signed by all nations and must be followed by other agreements leading during the next few years to general and complete disarmament and the abolition of war. The governments of the U.S.S.R., the U.S., and Great Britain deserve the gratitude of all the people on earth for their action.
