  Dear Mrs. Poppe,

  My wife and I were pleased to receive your letter. We agree with you and Winston Churchill (when he was referring to another matter) that ended the beginning stage, and that we shall have to work hard during the next stage.

  My wife and I set out tomorrow on a two-week trip to South America. We hope to talk with the Presidents of Brazil, Chile, Bolivia and Mexico about their proposal that Latin America be made into a nuclear-free zone. We would prefer to have it a demilitarized zone; that is, to have great weapons other than nuclear weapons included in the treaty. We shall accompany a delegation of three or four people from The World Peace Council, but we are not to be members of the delegation. We are going to represent some of the American peace groups in this activity.

  Under separate cover I am sending you a copy of the Brief in the suit in the United States to stop bomb tests. I do not think that we shall get any further with this suit than we did with the first one, filed in 1958; but I think that the effort is a worthwhile one. An identical suit was filed in the Soviet Union, but the authorities there have taken no action whatever on it. In our suit (page 35) we ask that the court rule that bomb-tests are not to carried out, and that an injunction be issued, but that the effective date of the injunction shall be the same as that on which a similar injunction is issued by the Supreme Court of the Union of Soviet Socialist Republics.

  My wife and I have been disappointed today by the news that the United States has exploded another bomb, in an underground test.

  I think, however, that this does not mean that the United States will continue with a great program of underground tests. I think that it may well be that the administration in Washington decided to carry out this underground test in order to suggest to the Senators that the bomb-test treaty would not prevent the United States from making some further military developments.
