Dear little love: The flight to London was fine. We passed several planes en route to USA, leaving long vapor trails behind them. I reached the hotel about 11 PM. It is a bit chilly here - I wear my sweater.
Yesterday I visited Peter in the lab, and at 6 went home with him for supper. He & Julia & Thomas & Sarah all look well. I am going there for lunch soon, & to see the house. I think that not much has been done yet.
This morning I have talked with

Orear said that the Americans at the Cambridge Pugwash were all right except one - Katz, a Rand man.

I miss you + I wish that you were here. Many people send you their love - Sascha2Topchief, the Dubinins, Rothbat, Maget, Lwoff,etc.* I went to the Huxley's for cocktails + to Rothbat for dinner\* Eatons last night. The conference is not too good, but Tamm made a good proposal + J. Oreaer another one. My little speech on what a scientist can do in the community was well received - Maget, Lwoff, Matt Mesekou [?] + other said "a breath of life" - "I woke up", and so on.
The Com. of 100 demonstration next Sunday has been called off - only 4000 pledges to attend received, far below the goal of 7000.
I must go to the meeting now.

Future Pugwash Programs

The Russell-Einstein Manifesto pointed out the necessity for the abolition of war and urged that scientists assemble in conference to discuss disarmament and issue a resolution. Except for two (VII and X), the ten Pugwash Conferences have been devoted to disarmament and world security, with incidental discussion of related questions, such as international co-operation. Statements bearing on disarmament have been issued by the First, Second, Third, Fourth, Fifth, Sixth and Eighth Conferences, and I assume that one will be issued by the Ninth. These statements, especially the first and third, (the Vienna Declaration), and the Manifesto, have had great influence on world affairs.
The danger of outbreak of a devastating war remains great. The problem of disarmament still must be solved. This is the problem to whose solution the Pugwash Conferences were designed to contribute.
International negotiations for formulating a bomb-test agreement and disarmament agreements are now being vigorously conducted. The next few years constitute the period during which the Pugwash Movement may have the opportunity to make its greatest contribution.
Oliphant has pointed out that the recent Pugwash disarmament conferences have not provided time for adequate discussion of the urgent questions under consideration.
I recommend that the entire program of the Pugwash Movement during the next five years consist of conferences on disarmament, and closely related questions. Because the Pugwash resources are limited, I recommend that no conferences on other subjects be held. After the original purpose of the Manifesto has been achieved, the question of other Pugwash activities can be taken up.
The urgency of the present situation justifies an increase in the vigor of the attack on the disarmament problem. I recommend that for the necessary period in the immediate future, until disarmament is achieved, a Pugwash Conference on Disarmament be held every six months, and that the duration of each Conference be such as to permit the adequate discussion of the important problems that remain unsettled or have arisen since the preceding Conference.
Through this program, the Pugwash Conferences may well contribute in a really significant way to the achievement of the goal of the abolition of war announced in the Russell-Einstein Manifesto.

I've been going steadily to meetings & working on a committee, about Pugwash plans for the future. Rather boring. Tomorrow I'll know whether to give up Pugwash or not. I think H. Brown & B. Glass will be off the American committee but I don't know who will be on. I went to the Russells for tea yesterday - no one else there (except Ralph Schoenman). Russell said "How could they keep you from attending the Pugwash conferences on disarmament - you're one of the founders". They send you their regards.

I received two fine letters from you. Too bad the English boys were so dull - perhaps overawed, but perhaps just dull. Dove is a nice fellow.
The Conference is over. Disappointing. I may give Pugwash up. I talked with Bentley Glass yesterday. He has really no statements of mine to support his accusations; but he quibbles. I told him my opinion of him.
I think I'll visit Peter today. Tonight I go to dinner & theatre [sic] with Ralph Schoenman. I think I told ^ you that tomorrow's Com. Of 100 demonstration was canceled.
Tomorrow I'll spend the day with Peter & Julia - then Laiden - then home.
Last night at 6 PM I came to my room & just stayed there, although many interesting people were around. When you aren't along I seem to prefer just to be alone.

I hope that you have a nice room in Montreal & that you have been getting my letters. The Gunnar Jahn letter that you forwarded reached me at 6 PM last night & I got an answer off at once. I was with Peter & Julia during the day. They look well, also Thomas & Sarah. Then I had dinner with Ralph and saw a series of satirical skits in the theatre [sic]. One was a Civil Defense meeting - the bumbling officials, with a big sign behind them "BUT WHAT ABOUT THE HUNDREDS WHO WILL SURVIVE?
Buchbinder says that he & others will try to keep Homer Jack from being a participant in the next London conference. He said that at Zagreb an American embassy was talking about the conference, & he said "How do you [know] so much about what's going on?" "Oh, I listen around" "But aren't you afraid that you'll just be told what you want to hear?" "No, I get reliable news." "With whom have you talked?" "Dr. Jack." Then B. said to Jack - how can you tell these confidential things to a gov't [sic] agent? B. says J. is not an uncommitted peace worker.
Buchbinder says that the Swiss referendum was a success, even though it didn't pass. It got 35% of the votes, despite the news blackout & opposition of all political parties - & a majority in the French - speaking cantons. The gov't [sic] would now have trouble proceeding with nuclear disarmament.

Peter is here with me. I have just written another note to Gunnar Jahn, sending him the good editorial in today's London Times, which strongly advocates a bomb-test agreement, with inclusion of the Pugwash proposal about sealed-box seismographs.
Canon Collins (telephone) said that he wants us at the January London Conf., "not just SANE people dominated by Dr Homer Jack." "You and your wife have done a magnificent job. With no organization behind you, you have made a greater impact than anyone else, based on the force of your personalities."
I was with Petie & Julia from noon to 8 PM yesterday - then, went to bed.
I hope your meeting go along well. Be sure to telephone me, & to plan to come to Phila. as early as possible.

Dearest little love:
Here I am in Noordwijk an Noordsee, wishing that you were here - or, better still, that I were with you in Montreal - or, best of all, at Deer Flat Ranch. I am in the Huis Ter Duin, on the fourth floor, in a little room only 8 feet wide, with the window at the end of the room looking right out at the sand and the breakers; and early this morning some fellow ina bathing suit was out there swimming around for about fifteen minutes. Perhaps he's a physiologist studying death by freezing.
I've decided not to go to the meeting today - an hour to Leiden by bus, an hour back, & nothing on the program that interests me. The symposium on anasthesia [sic] tomorrow should be interesting; then day after off to Pasadena!
Yesterday morning Petie came & talked to me, & then we had lunch with Ingold & Nyholm, & Petie went with me to the KLM bus terminal in London. I think that he has been really happy to have me around, & he seems to be enjoying both his work & making his home

plans. Getting to the hotel was a nuisance. There were Congress buses from the airport to Leiden to register (a slow process), then a wait of an hour for a bus to Noordwijk. The Dutch are up tp their tricks of trying to squeeze extra guilders out of you.
One American wife, who looked like a mean one, kept yapping at her husband. He once said "I wonder what happens next" & she said ↑in a very loud and petulant voice "I know what I'll do if nothing happens in ten minutes - I'll just go home."
I had three blankets last night but was rather cold.
Now I'm going out to walk along the beach and think about the time that I was here with you and the beach was covered with foam.

Subject: Appointment of Dr. Richard. C. LaForce
I recommend that Dr. Richard C. LaForce be appointed Research Fellow in Chemistry, for a period of one year beginning 1 October 1962, with salary $10,000 per year, to be paid from the Anonymous Fund, and with the duties of working with me on the structure of metals and alloys.
Dr. LaForce received his bachelor's degree in physics at the University of California, Berkeley, in February 1956 and his Ph.D. degree in June 1959. He was at once given appointment as Lecturer in the Department of Mineral Technology of the University of California at Berkeley, and he has during the past three and one quarter years risen from grade one to grade three. He resigned his appointment on 31 August 1962, at which time he was receiving a salary of $9,000 per year for a nine-months period and $3,000 for the remaining three months. His resignation was for personal reasons; I have investigated the matter by talking with Professor S. Ravitz of the Department of Mineral Technology, who has told me that he was getting along very well in his work in the Department of Mineral Technology and that they would have been glad to have him continue. Professor Ravitz mentioned to me, as did also Dr. LaForce, that he would have liked to have a professorial appointment, but that the University of California at Berkeley has recently issued an administrative order that everyone receiving a professorial appointment must begin as Assistant Professor, grade one.
Dr. LaForce has been collaborating with us during the past two years, in connection with the heat-capacity studies being made by Dr. Catchpool.
During the last two years I have begun several theoretical investigations dealing with metals and alloys. I have been looking for an assistant who could work in this field, in order that I could carry these researches through to completion. Dr. LaForce is admirably prepared by training and experience for this work, and he has expressed much interest in it. He has for three years been working on the problem of the structure of metals and alloys. He has given graduate courses on the physics of metals and the electric and magnetic properties of metals and alloys at Berkeley, and has a background of experience that will make him especially valuable in the work that I hope to carry out in collaboration with him. I believe that there are great opportunities for progress in this field. I hope that the program that I have in mind can be completed within a year or two - of course, experimental work of the sort that Dr. Samson is carrying out should continue for a longer period.
I have written to Professors Ravitz, Hultgren, and Fatt of the Department of Mineral Technology for letters of recommendation for LaForce.

Dear Mr. Gilpin:
In answer to your letter, in which you ask me about a statement made in my comment of 6 August 1962, I may quote the Russian scientist A. D. Sakharov, in his article entitled Radioactive Carbon in Nuclear Explosions and Non Threshold Biological Effects, published in the book Soviet Scientists on the Danger of Unclear Tests, under the editorship of A. V. Lebedinsky (Foreign Languages Publishing House, Moscow, 1960).
Beginning on page 39, he says "On these assumptions, the total number of victims of carbon 14 in a megaton explosion comes to 6,600 persons. They are distributed over a period of the order of 8,000 years. As follows from the data of O. I. Leipunsky, non threshold biological effects due to strontium 90 and external radiation by cesium 137 increase this figure of human loss by a factor of 1.5 due to losses in this and subsequent generations. The total number affected by nuclear tests to date (50 megatons of explosive energy) is estimated at 500,000 persons. Apparently, this is an underestimation. One should not disregard the fact that the total number of victims is already one million persons and that the annual increase is from 200 to 300,000."
I made use of the estimate of 6,600 persons in a megaton explosion. The estimate made by Leipunsky is 2,000 genetic victims per megaton. Because of this variation between the two, I did not include the factor 1.5 mentioned in the paragraph above. If I had, I might have rounded the number off to 500,000, instead of 300,000, for 50 megatons.
500,000 for 50 megatons is the number given above by Sakharov. Then he says that the total number of victims is already one million. I think that the number one million might refer to 100 megatons - in fact, 180 megatons had been exploded before 1960.
When Sakharov says that the annual increase is from 200 to 300,000, I think that he meant that at the average rate of testing in the years preceding 1960 the bomb tests of one year would produce about this number of victims.
The editorial in the National Guardian says that Sakharov contended that 50 megatons of fission would claim from 200,000 to 300,000 lives a year for several years and the harmful effects would continue in sharply reduced form for centuries. I surmise that this statement is based upon a misinterpretation of the quotation given above. One might well interpret the concluding sentences in Sakharov’s paragraph as meaning that the number of people already damaged amounted to 200,000 or 300,000 per year; but I feel pretty confident that he was referring to the total number of victims of the bomb tests carried out in one year.
I estimate that somewhere around one half percent or one percent of all victims come in the first generation. One percent of 500,000 would be 5,000 in the first generation, or a few hundred per year.
It is too bad that the English translation of the book Soviet Scientists on the Danger of Nuclear Tests is poor.

Dear Des:
You probably know that on 21 June 1962 a complaint for declaratory judgment and injunction was filed in the United States District Court for the District of Columbia in the name of about 200 plaintiffs, of whom I was listed as the first, and that on the same day a similar suit, essentially identical, was filed with the Procurator General of the U.S.S.R., by mail. Each suit asked that an injunction be issued against certain people (the Secretary of Defense and the members of the Atomic Energy Commission in the United States, and corresponding people in the Soviet Union), to prevent them from carrying out further explosions of nuclear weapons, and it was suggested that the proviso be included that the injunction should take effect simultaneously with the effective date of the injunction to be issued from the Supreme Court of the U.S.S.R., before which Court a similar complaint had been filed (or, in the case of the Soviet complaint, to take effect simultaneously with the effective date of the injunction issued by the United States Court).
The Executive Secretary of the bomb-test suits is Mr. Ralph B. Atkinson, a chemical engineer, retired, who is a friend of mine. The principal attorney is Dr. Francis Heisler, P. O. Box 3996, Carmel, California.
We expect that the American suit will be heard in the United Sates District Court for the District of Columbia in a few days.
Dr. Heisler would like to come to the Soviet Union, in order to discuss the matter of the Soviet suit with the authorities there. He has asked for a visa to enter the Soviet Union for this purpose, but has not succeeded. I wrote to Professor B. S. Nikiforov, Department of Criminal Law, Moscow Law Institute, asking if he would be willing to invite Dr. Heisler, and I also wrote to Professor V. M. Tchkhikvadze, asking if he could help in connection with the issuance of an invitation to Dr. Heisler to come to Moscow to discuss the suits with Professor Nikiforov and others. I have not received any answer to these letters.
Do you think that there is anything that you could do to help to obtain the invitation to Dr. Heisler to come to the Soviet Union, and a visa in connection with his visit? I would be grateful to you for your help in this matter.
I may mention that I tried to get some people in the Soviet Union to join as plaintiffs, but without success. We have a few plaintiffs from adjacent countries (Poland, Czechoslovakia, Yugoslavia), but their signatures arrived too late to be included in the original list of plaintiffs.
