Dear Professor Price:
I thank you for your letter of February 16. I myself have felt that it was worth while to work toward the formation of an effective world federation - just the other night I spoke on "Progress toward World Government" before the student Y.M.C.A. group here - but I do not believe that this movement is incompatible with the activities of the Cultural and Scientific Conference for World Peace. I doubt, of course, that our progress will be made by any of the simple and logical procedures that have been proposed, but that it will occur through a very round-about and gradual approach to the goal. In particular, I am afraid that it will be a long time before any significant step is taken towards the adoption of world government, and that in the meantime we shall have to be satisfied with temporary measures, including, I hope, some significant amount of disarmament through mutual agreement. And I think that it is well worth while to fight against the attitude that a continued state of belligerence must exist between the United States and Russia.
