Gentlemen:
I have decided not to accept the Chairmanship of the Division of Chemistry and Chemical Engineering, for the following reasons.
All authority within the Division has been vested in the Division Council. As Chairman I would have the responsibility for supervising and developing the Division, but not the authority which should accompany this responsibility, and which does accompany it in most universities, in which authority within a department is divided between the department as a whole and its chairman.
The anomalous nature of the position would be further accentuated by the omission of the title of Director of the Laboratories.
The salary of §7500 is not, in my opinion, appropriate to the position. It represents essentially no increase in salary, as would be expected in view of the increased duties and responsibility. For some years after 1930, before the temporary salary cuts became effective, my salary was $7000 plus an annual allowance of $500 for traveling expenses (this being in effect an addition to my salary, as was emphasized by professor Noyes). Moreover, during the last eight years I have received from other universities six payments ranging from $600 to £2000, as a result of the action of the Institute in granting me leaves of absence of one month and three months, respectively, in alternate years; my increased duties as Chairman of the Division might close this source of income to me to some extent.
Before I could assume responsibility for the Division it would be necessary that I be given complete information regarding the budget of the Division and that a definite understanding be reached regarding the support of the Division in the future. Those questions need not now be discussed, however, since for the reasons stated above the offer of the Executive Council is not acceptable to me.

Dear Wyckoff:
Dr. David Harker has a very good understanding of crystal structure methods, of quantum mechanics in its chemical applications, and of modern structural chemistry in general. He is, I believe, thoroughly equipped to give advanced courses in these subjects and to direct research as well as to teach elementary chemistry as ho is doing at Johns Hopkins.
As a graduate student here he carried out several interesting structure determinations — pyrargyrite, tetradymite, CuCl2, 2H2O. He also developed an interesting and useful variant of Patterson's Fourier series method, and discovered the Murdock circles independently of Murdock. He made an excellent record in my course in the quantum mechanics, and carried out an original investigation of some orthogonal functions. This work was not published because the functions were discovered later to have been already treated by a mathematician.
Harker is a very pleasant man personally. He was trained in a somewhat unconventional manner at a progressive elementary and preparatory school and when he came hero to do graduate work he was erratic and unreliable. He improved in regard to industry and responsibility very much during his years here, and I think that he may well be thoroughly responsible now. I understand that people at Johns Hopkins are well pleased with the way in which he has been teaching freshman
Chemistry. He has not carried on much research there, probably because his teaching has taken up most of his time.
So far as personality, intelligence and ability are concerned, I think that Harker is one of the best men we have had.

The discussion given by Sidgwick of the hydrogen bond is still accepted in general, the only change which has been made in recent years being that the bond is now not described as involving hydrogen simultaneously forming two electron pair bonds with other atoms. From the large amount of information available on vapor densities, apparent molecular weights in solution, and so on, it is seen that the stability of alcohol hydrogen bonds is small compared with that of carboxylic acid hydrogen bonds. The bonds in alcohols are, however, strong enough to make themselves evident in the boiling points, dielectric constants, and other properties. Some direct evidence for hydrogen bond formation by alcohols was obtained by Zacchariason with the use of x-ray methods (J. Chem. Phys. 3, 158 (1935) ). You may have seen also the work of Wulf and his collaborators and a note which I wrote about this. I am enclosing a reprint of my paper.
