A successful Oregon businessman and politician, Miller served as
president of Oregon Agricultural College for only eleven months.
The Board of Regents chose Miller, a member of the Board since
1895, to succeed Bloss.
Miller, born in Ohio, came to Oregon in the 1870s where he worked
in his father's Eugene firm of bridge builders and contractors.
From the late 1870s until 1895, he conducted a lumber business in
Josephine County and was one of the first fruit growers in the
Rogue River Valley. He was elected a member of the Oregon
legislature in 1891.
He later served as the consul-general in China (1900-1905);
Yokohama, Japan (1905-1909); and Belfast, Ireland (1909-1910). In
1914, he became director of extension and publishing programs for
the School of Commerce at the University of Oregon. He retired in
1917 because of ill health and died in Portland, Oregon in
1921.
