After a distinguished career with the Oregon State College
Extension Service, Ballard was appointed president in 1940. He
served less than a year because of illness and returned to the
Extension Service administration. Ballard was the first OSC
alumnus to serve as president.
Frank L. Ballard graduated from Oregon Agricultural College in 1916
with a B.S. degree in Agriculture and returned to his native state
of New Hampshire where he worked as a county agent for one year.
He came back to Oregon a year later as a specialist in rural
organization and agricultural economics for the Extension Service.
He served as County Agent Leader and Vice Director of the Extension
Service in Oregon before being appointed as OSC President.
He was Extension Agriculture Editor of Publications from 1941 to
1945 and head of the Extension Service in Oregon from 1945 until
his retirement in 1961. Throughout his career he contributed to
many leading farm magazines and gained national renown as an
agricultural journalist.

F.L. Ballard displays a poster used to advertise the State
Agricultural Conference at Oregon State College. Ballard lead two
unique state-wide agricultural conferences of farmers, dealers,
business leaders who met to exchange ideas and to determine goals
for Oregon agriculture, first in 1924 and again in 1952.

Ballard's first day as College President,
1940. Ballard assumed the duties of College President on July
first, but poor health interrupted his administration after only a
few months and forced his resignation in September 1941. [OSU
